In the context of administering topographic names according to Government Regulation Number 2 of 2021, the implementation of topographic names aims to protect the sovereignty and security of the territory of the Unitary State of the Republic of Indonesia, preserve cultural values, history, and customs, and realize orderly government administration. In its implementation, it needs to be implemented in an orderly, integrated, effective, and efficient manner and guarantee accuracy, up-to-date, and legal certainty.

One of the stages carried out in organizing topographic names is collecting topographic names. This process is one of the important pieces of information a topographic element must have. This important information includes the name, type of element, coordinates of the element located, and supporting information in the form of the meaning of the name, and history of the name. Defining topographic elements in marine areas, especially islands, is very important because it concerns the authority for marine management, regional administration regulations, and Indonesian sovereignty. The collection process is the starting point before carrying out the next stage, namely the review process.

The island review process was carried out in stages. The review starts at the Regency level, continues at the Provincial level then at the Central Level, until at the final stage the data from the review is entered into the Gazeter. This year, the island assessment will be carried out simultaneously in several provinces including North Maluku, Maluku, DIY, East Nusa Tenggara, West Nusa Tenggara, West Papua, West Kalimantan, Central Sulawesi, Southeast Sulawesi, and North Sulawesi. The assistance team for the island study at the district level in each province hopes that it will run smoothly so that the data can be included in the Gazeter in 2023.
